The minutes of the Parish Council meeting held on 11 th May 2009 were unanimously APPROVED and signed

09.90 Clerk’s Report
An invitation has been received to attend the opening ceremony for the Household Waste Recycling Centre. Cllrs Mrs P Williams and Mrs C Gosling will represent Buckland Parish Council.
Bucks CC has confirmed that an application for the Vehicle Activated Signs has been put in the post. Once received, Councillors will be asked for a decision on the location.
09.91 Finance
Cllr Williams proposed, Cllr McIntosh seconded and all APPROVED payment of the following accounts:

The balances were verified as correct.
It was proposed by Cllr C White, seconded by Cllr Mrs C Gosling and unanimously AGREED that the Annual Return for 2008/2009 could be signed. The Chairman and the Clerk duly signed the document
09.92 Planning Applications
09/00829/APP – 202 London Road, Aston Clinton - Single storey rear extension. No objections
09/00929/APP – 182 London Road, Aston Clinton. Erection of chalet style bungalow with detached garage to rear, provision of new detached double garage for existing dwelling and alterations to existing access. Councillors consider this to be backland development; the proposed build is out of keeping with ribbon development on London Road, It is felt that this is over-development of the site and concerns were also expressed about this proposed dwelling over-looking the existing dwelling. 09.93 Planning matters
There are no other planning matters to report.
09.94 Burial Ground
It has been noted that two graves are unkempt and need strimming. A letter is to be sent to Seasonal Services expressing the disappointment of the Parish Council at the poor condition of the Graveyard, following the last cut. It was suggested that a site meeting is held soon to review the work carried out. It was also agreed that the Clerk should check the contract and confirm that, should graves be unattended after twelve months, the graves are to be strimmed.
It was AGREED that the Clerk should purchase some ‘wild grass seed’ to be sown in the Burial Ground.
It was reported that the tap outside the toilets is not working. The Clerk will contact Cllr Hedges or Peter Elwin.
09.95 Website
It was reported that the Village Web site should be ready in ten days time.
09.96 Primrose Copse, Allotments & Grasskeeping
It was reported that the access to Primrose Copse is overgrown. There is also a large number of nettles growing by the cottages. Clerk to contact the contractor.
It was noted that the allotment has not been cultivated this year. The Clerk will write to the tenant asking if he wishes to continue.
09.97 Transportation
There were no particular problems reported.
A letter received from Ivinghoe Parish Council asking for data on excessive HGV vehicles through villages will be passed to Mr G Plowman to respond if he wished.
The Clerk reported that the grass at the top of Stablebridge Road, at the junction with the Upper Icknield Way is too high which badly affects the sight lines of traffic turning right. This has been reported as a matter of urgency
Potholes – the whole of Buckland Road needs serious attention; motorists are now driving down the middle of the road in order to miss the holes. The Clerk will report this to the local technician.
It was also reported that the surface along the Lower Icknield Way from the roundabout towards Buckland Crossroads has not been reinstated to a good standard by the gas company. The Clerk will make enquiries.
