MINUTES OF THE MEETING OF BUCKLAND PARISH COUNCIL

HELD ON MONDAY 9th MARCH 2009 AT 7.45pm

09.34 To receive apologies for absence

Apologies were received and accepted from Cllr C White

09.35 Open Forum

The use of a traffic speeding van was the result of an official response received by Mr Plowman. This matter will be raised at the next Neighbourhood Action Group meeting Will local input be provided for the siting of the Vehicle Activated Sign? It was suggested that the Clerk writes to the Police and Bucks County Council, asking for them to consult with BPC and each other regarding this installation.

A resident attended to offer views on the outline planning application received in respect of Blackmore Gate.

A member of the public asked whether the red surfacing on the road which has been successfully used in Stoke Mandeville could be used elsewhere in the district. Further enquiries will be made

09.36 Minutes

The minutes of the Parish Council Meeting held on 9th February 2009 were unanimously approved and duly signed.

09.37 Declarations of Interest

As the applicant, Cllr Mrs Williams declared Personal & Prejudicial interest in item 09.41, 69 Buckland Road. Cllr Hedges and Cllr Paternoster also declared a personal interest in item 09.41

09.38 Clerks Report

The Clerk reported that a phone call had been received from the resident of Pound Orchard, querying whether the footpath 7 across the Burial Ground had been diverted at all since the installation of the new fence, and whether the stile to the right hand side of the gate should be there at all. Cllr Hedges and the Clerk will look into this matter.

The issue of dog waste has been raised and it was agreed that this matter is to be put in the Newsletter, the Parish Magazine and parish council noticeboards, to ascertain the views of the residents.

The Transport User Group has postponed its meeting to Tuesday 21st April 2009.

09.39 Finance

The payment of accounts was proposed by Cllr Hayward, seconded by Cllr Hedges and unanimously APPROVED. Balances of both bank accounts were reconciled.

09.40 Planning Applications

New Applications

09/00066/AOP – Land adjacent to 53 Buckland Road, Buckland – One dwelling with associated access and parking. The Parish Council feels this is too constrained a site. There is a lack of space around the dwelling, and it will have a negative visual impact on the street scene. There is also a lack of turning space on site and the plans show a loss of amenity i.e. the verge.

09/00288/APP – adj 69 Buckland Road, Buckland. Erection of 1 dwelling.

Cllr Mrs Williams left the meeting.

No objections were raised.

Cllr Mrs Williams returned to the meeting.

09/00312/ATC – Well House, Buckland Village. Fell one ash, plum, birch, prunus and field maple. Due to the need for a site visit it was AGREED to delegate the decision for this application to the Clerk in consultation with Cllr Hedges.

Decisions

08/02895/APP – 212 London Road, Aston Clinton – Part two storey, part single storey rear extension and front porch – AVDC Decision – PERMITTED

08/02738/APP – Tudor Thatch, New Road, Buckland – Demolition of existing garage and erection of two storey side extension – AVDC Decision – PERMITTED by development control - a copy of the decision letter will be distributed to all Councillors

09.41 Planning Matters

Cllr Mrs Paternoster reported on the timetable for decisions on the Core Strategy and Direction of Housing Growth at Aylesbury.

09.42 Burial Ground

The Clerk will arrange a site meeting with representatives of the Parochial Church Council and Parish Clls Hedges, Gosling and Hayward. The Clerk will also contact Contact Genie White.

Cllrs Hedges and Paternoster are reviewing burial regulations, together with the Rector. A draft will be brought to the April Parish Council meeting for discussion. A letter had been received concerning a future burial at Buckland.

09.43 Newsletter

New items for the March newsletter to include:

Please do not speed through the village, (following requests from many residents throughout the Parish).

Cllr Mrs Gosling will provide the Clerk with an article on the success of the pancake event. A sum of £460.00 was raised for the Church.

A reminder to residents not to dispose of grass cuttings and other refuse in ditches or hedges.

Annual Parish Meeting on 27th April – the Clerk is to contact Bucks CC for a speaker on the new household waste site in College Road North.

09.44 Website

Cllr Hayward is to provide The Clerk with access codes to the Buckland Website.

A presentation on websites is to be held on Tuesday 17th March 2009 at 2.30pm. The Clerk and Cllr Hayward to attend.

09.45 Primrose Copse, Allotments & Grasskeeping

It was proposed by Cllr Williams and seconded by Cllr Hayward to accept the quotation received by Seasonal

09.46 Transportation

Cllr Hayward gave a report on the Local Area Forum at which Bucks CC allocated £8,000 to Buckland and Aston Clinton’s joint application for a Vehicle Activated Sign at the bottom of Tring Hill.

Buckland Road potholes – additional danger due to no footways – Clerk to contact Bucks CC again.

Rubbish blowing over the A41 bypass from the Waste Recycling site now under construction. Clerk to contact Bucks CC.

Footpaths – Bob Wallis (Cherry Farm) has repaired free of charge a damaged kissing gate on the footpath adjacent to the bypass. The Gatemaker will send the bill to the Parish Council for the parts supplied. The Council thanked Bob Wallis for his help. (Christine, would you please send him a short letter of thanks.)
