09.66 Election of Chairman
It was proposed by Cllr Hayward, seconded by Cllr Williams and unanimously AGREED to elect Cllr Mrs Paternoster as Chairman.
09.67 Election of Vice-Chairman
It was proposed by Cllr McIntosh, seconded by Cllr Mrs Paternoster and unanimously AGREED to elect Cllr Hedges as Vice Chairman.

09.70 Open Forum
The minutes of the Parish Council meeting held on 14th April 2009 will be approved at the next meeting following minor amendments.

09.73 Finance

09.74 Planning Applications
There are no new planning applications
09/00537/APP - New Farm Bungalow, Buckland. Demolition of existing bungalow, erection of 3 detached dwellings and formation of new access. The Parish Council are concerned that this application will over-develop the site. It is also felt that this will be extending the village which will have an impact into the open countryside. This would also have an impact on the street scene. It was noted that the drawing 307-1-10 of the side elevation does not show the hip roof.
09.75 Planning matters
There are no other planning matters to report.
09.76 Burial Ground
Following a suggestion to have the hedge at he rear of the Burial Ground layered, it was generally considered unnecessary; the hedge should be allowed to grow higher, but further advice will be sought from Cllr White and Genie White.
Following complaints on the condition of the graveyard following the latest mowing, it was AGREED that a letter of complaint should be sent to the contractor.
Members of the Development Control Committee are not content with the removal of the tree in the Churchyard. A surveyor and tree officer will be at the next DCC meeting for questions to be raised.
In respect of the Graveyard regulations a response is still needed from Parochial Church Council. It was noted that the reason for burial where the interred was not resident at the time of death, should be included.
09.77 Website
It was reported that the minutes from this meeting will be published on the website. It is anticipated that the website will be generally publicised in the July Newsletter – all relevant information should be passed to the Clerk.
09.78 Primrose Copse, Allotments & Grasskeeping
There was nothing new to report.
09.79 Environment
The local technician has inspected trees outside Church Farm and reported back with the opinion that there was little which needed doing. However, it was felt this matter needs further attention. The Clerk will ask the local technician to re-assess the situation.
Knotweed which has been found growing in the area, Aylesbury Vale District Council will be having the area cleared and dealing with it in an appropriate manner.
If members see any rubbish dumped in the parish, please let the Clerk know.
09.80 Transportation
It was reported that the Transport Users Group may be disbanded; the Clerk will keep Members updated.
It was reported at the Wendover Local Area Forum that transportation services are being devolved to Ringway Jacobs.
Ringway Jacobs will be invited along to a future meeting to give a presentation. A Local Area Plan to be considered for the future.
The parish gang will be in the area towards the end of June. Councillors were reminded to provide the Clerk with details of any work which needs to be carried out. It was reported that 2 Lorries with 4 men were used to carry out repairs the road between 1 and 28 Buckland Road, whereas further work needed to be done it the vicinity; it was questioned whether this is the best use of resources.

09.82 Footpaths
Cllr Hayward reported that he has walked several of the footpaths and they are in quite good condition.
09.83 Matters of Report
Cllr Hayward reported that the Church Fete will now be called the Village Fete and will be a bigger event.
Cllr Gosling reported that the damaged street lamp still needs repair; Cllr Hayward is to advise the Clerk of the number of the column.
A car tyre is reported to have been dumped in the ditch opposite ‘Whitethorns. The Clerk will ring George Duguid at AVDC. There are also two kerbstones a few yards away.
Cllr McIntosh expressed concern on the amount of car parking resulting from the Sunday Boot Sales. The Clerk is to make enquiries about the use of red and white bollards. It was also suggested that installing rumble strips, in conjunction with the Vehicle Activated Signs could be effective in reducing traffic speed.
Cllr Paternoster confirmed that British Telecoms has visited the village and reported that their cabling is a metre too low according to Health and Safety; additional poles may be required.

The next meeting will be held on Monday 8th June 2009 at 7.45pm in Buckland Village Hall.
